A reference to the program design this feature was realized to satisfy. Distinct
from programSpecificationRef, which references a constraint the feature must satisfy
rather than an intent it was built to. A feature declares its own design membership
this way; a design does not list its members. Repeatable where several designs
govern different aspects of the same feature concurrently, or where a later design
governs a repair or re-use; designRole and effectiveFrom on
diggs:ProgramDesignReferenceType distinguish these. Given by reference only.
